Texas Health Care Information Collection (THCIC)Data Description
The Texas Hospital Inpatient Discharge Research Data File contains protected patient-level information on inpatient discharges from Texas hospitals, including patient and facility characteristics, diagnoses, procedures, and charges, for the purposes of research and enabling consumers to impact the cost and quality of healthcare in Texas.
The emergency department data used for the Potentially Preventable Readmissions Hospital Review is a subset of the Texas Hospital Inpatient Discharge Research Data File and can also be found in the Texas Hospital Emergency Department Discharge Research Data File. The former contains all inpatient discharge data from Texas hospitals, including inpatient emergency department data and inpatient non-emergency department data; the latter contains emergency department data from inpatient and outpatient settings. Records are not limited by the length of hospital stay and represent only those discharged alive to home or another facility. Only discharges of individuals who reside in Texas (Patient State Code TX) are included; discharges of those who reside outside of Texas but received care in Texas are not included
Health and Safety Code §108.011(k) of the Texas Health and Safety Code (HSC) permits the collection and release of state licensed hospital discharge data by the Texas Health Care Information Collection (THCIC), DSHS Center for Health Statistics. The rule requirements for hospital inpatient data collection and reporting are listed under 25 Texas Administrative Code, Sections 421.1-421.9. These data shall only be released to any department or commission program if the request is reviewed and approved by the DSHS Institutional Review Board (IRB) under HSC, §108.0135, and can used only for the benefit of the public subjected to specific limitations defined by HSC, §108.0135.
